Empowerment
Empowerment means the participation of groups encountering problems with vocational and social integration in activities and decisions undertaken within the partnership. This principle is used for the purpose of improving the actual capacity of those groups to affect matters which refer to them and therefore to increase the efficiency of projects.
Action plan, described in the project submitted by every partnership, must respond to the needs of persons or social groups affected by the problem. The project includes information on basic target groups in the region or sector, on their needs and expectations regarding the project, on the manner of data collection, and a detailed description of the manner in which those expectations will be fulfilled. On all the stages of project implementation: during planning, decision taking, implementation, and transnational co-operation, the participation of target groups must be ensured. One of the project selection criteria is the capacity to establish a co-operation with target groups and the manner of their involvement in the Partnership activities.
