Mainstreaming
EQUAL is a researching and testing instrument – utilising wide capacities of Development Partnerships, EQUAL discovers, tests and enforces new solutions.
A Member State is obliged to create a system of the exchange of experience and best solutions created by national Development Partnerships. They are then mainstreamed, e.g. in the National Action Plan for Employment or in National Action Plan for Social Integration. Exchange of best practices takes also place on the European level between transnational partnerships. Due to the co-operation of Member States and European Commission, best solutions are adapted to the European Strategy of Employment. Exchange of experience and dissemination of best solutions may be horizontal, when it refers to institutions or organisations of the same type or operating in the same areas; or vertical, when information action covers persons taking political decisions, ministers, and social partners.
