Legal basis and its composition
Monitoring Committee for the operational programme - EQUAL Community Initiative Programme for Poland 2004 – 2006 The Monitoring Committee operates as an independent body controlling the course of the implementation of the operational programme - EQUAL Community Initiative Programme for Poland 2004 – 2006 (EQUAL CIP).
The objective of the Committee’s activities is ensuring the efficiency and appropriate quality of support implementation (according to article 35.3 of the Council Regulation No. 1260/1999).
The Monitoring Committee was established on the basis of the Regulation of the Minister of Economy and Labour No. 12 of 22 July 2004, taking into consideration the results of social consulting.
In February-August 2004, the Committee operate as the Team-Monitoring Committee of EQUAL Community Initiative according to the Regulation of the Minister of Economy, Labour and Social Policy No. 13 of 23 February 2004.
Composition of the Committee The composition of the Committee is specified by the Regulation of the Minister of Economy and Labour No. 12 of 22 July 2004. The Minister of labour or his/her representative presides in the Committee. The Monitoring Committee operates as a partnership and it includes, apart from the representatives of governmental administration and institutions participating in EQUAL CIP management and implementation process, representatives of self-governmental administration and social and economic partners (representing organisations of employers and employees, non-governmental organisation, and a representative of the scientific circles). Representatives of the European Commission and European Investment Bank, as well as representatives of revenue control and of the President of the Supreme Control Chamber, may participate in the meetings of the Committee as observers. At a written invitation of the Chairman of the Committee, experts and representatives of other institutions, social and professional groups may participate in the meetings of the Committee without the right to vote in adopting resolutions. Its is intended that representatives of social and economic partners constitute one third of the composition of the Committee. Moreover, it is intended to observe the principle of the balance of sexes.
Tasks of the Committee Tasks of the Committee are specified by article 42 point 3 of the Act on the National Development Plan of 20 April 2004, and by the Committee Rules.
The Monitoring Committee:
- submits to the EQUAL MA proposals for changes within EQUAL CIP;
- considers and accepts changes in EQUAL CIP;
- considers and accepts criteria for the selection of projects within priority themes of EQUAL CIP;
- considers and accepts the complement to EQUAL CIP and proposals of changes therein;
- periodically controls the progress in achieving individual targets specified in EQUAL CIP and Programme Complement;
- controls the results of EQUAL CIP implementation, including the achievement of programme objectives set for individual themes;
- considers and accepts periodic, annual or final reports prepared by EQUAL MA;
- considers and accepts the plan of promotion activities within EQUAL CIP and proposes changes therein.
Tasks of the Monitoring Committee also include:
- providing opinions and recommendations for the evaluation strategy of EQUAL CIP,
- acceptance of tasks and expenditures from technical assistance within EQUAL CIP,
- providing opinions and recommendations for the organisations of thematic networks,
- providing opinions and recommendations for the list of experts delegated to the Project Evaluation Subcommission,
- providing opinions and recommendations for the list of projects selected for implementation,
- providing opinions and recommendations for the mainstreaming strategy.
Organisation of the Committee Detailed manner of work of the Monitoring Committee, including the frequency of meetings and the manner of taking decisions, is specified by the Rules accepted by the Committee and agreed with the EQUAL MA.
The Committee adopts resolutions and takes decisions collectively, and it intends to achieve a consensus in its works. The Committee meets every three months. The Committee may meet more often, if required and when the Chairman of the Committee submits a motion to this effect – meetings of the Committee may be convened at the motion of the EQUAL MA or 1/3 of the Committee members.
Works of the Monitoring Committee are facilitated by the Committee Secretariat, located in the Co-ordination Division of the European Social Fund Management Department in the Ministry of Economy and Labour. Duties of the Secretariat include, inter alia: organisation of the meetings of the Committee, preparation of materials for the meetings of the Committee, and preparation of draft minutes from the meetings.
