Monitoring Committee

Monitoring Committee of the Sectoral Operational Programme Human resources Development (SOP HRD) controls the course of the Programme implementation. But first of all, it controls the correct implementation of the tasks of the SOP HRD Managing Authority – the Department for European Social Fund Management in the Ministry of Economy and Labour.

The Monitoring Committee has been established within SOP HRD by the order of the Minster of Economy and Labour, according to article 42 section 1 of the Act of 20 April 2004 on the national Development Plan. It superseded the Team-Monitoring Committee SOP HRD that operated until June 2004.

The tasks of the Committee include, in particular:

  1. consideration and acceptance of the criteria for the selection of projects within every Measure of SOP HRD,

  2. consideration and acceptance of the Programme Complement and proposals of changes therein,

  3. periodic research of the progress in the achievement of detailed targets specified in the SOP HRD and in the Programme me Complement,

  4. research of the results of the SOP HRD implementation, including the achievements of its targets specified for individual Measures,

  5. consideration and acceptance of the periodic, annual, and final reports prepared by the SOP HRD Managing Authority regarding the SOP HRD implementation,

  6. consideration and acceptance of the of changes in SOP HRD,

  7. submitting proposals for changes in the Programme Complement to the Managing Authority,

  8. consideration and acceptance of the plan of promotional activities within SOP HRD and proposing changes therein.

The SOP HRD Monitoring Committee operates as a partnership and its composition includes:

1. on the part of the government – one representative of:

  • the minister competent for regional development – Community Support Framework Managing Authority,

  • SOP HRD Managing Authority,

  • ministers competent for the type of activity covered with the Porgramme:
    - social security,
    - science,
    - health care,
    - the Government Plenipotentiary for Equal Status of Women and Men,

  • SOP HRD Intermediate Bodies,

  • Paying Authority,

  • European Social Fund Monitoring and Control Unit,

2) on the part of self-governments, representatives of:

  • Convent of the Marshals of Voivodships,

  • National organisations of territorial self-government,

3) representatives of social and economic partners:

  • organisations of employees and employers selected according to the Act of 6 July 2001 on Tripartite Social and Economic Commission and voivodship commissions of social dialogue,

  • non-governmental organisations – indicated by the Public Profit Activity Council,

  • scientists – indicated by the Main Chamber of Higher Education.

Representatives of the European Commission, SOP HRD final beneficiaries, European Investment Bank, voivods, Association of Polish Banks, as well as representatives of revenue control and Supreme Control Chamber may participate in the meetings of the Committee as observers without the right to vote. Those persons may participate in the meetings of the Committee at a written invitation of the Chairman.

Meetings of the Committee are convened at least once every month. The Committee has been established for the period of the SOP HRD implementation.
