PHARE support to the ESF

Using the European Social Fund (ESF) resources requires that each Member State should establish proper administrative structures. In Poland these measures are supported by Phare projects implemented in the Ministry of Economy and Labour (MoEL). Thanks to them, the administrative personnel, for example, who has been introducing the implementation of ESF in Poland, may learn from the experience of representatives of relevant institutions in Member States, while people interested in drawing up projects may benefit from the training system.

The first of those projects is Phare 2001 “Development of programming and management for ESF implementation”, being implemented from July 2002 to September 2004.

The main objective of the project is to draw up a coherent ESF management system. To facilitate this, the project is implemented by twinning co-operation. Activities in the MoEL are supported by the experts from the Ministry of Labour of Finland and the Ministry of Labour and Social Security of the United Kingdom. The experts’ support has allowed for drawing up, for example, „A Guide for ESF project providers”. Moreover, employees of the Polish central and regional administration involved in the ESF implementation may have a look at the work in institutions of the EU Member States during their study visits and apprenticeships there. Within the frames of the project, computer equipment for Voivodhship Labour Offices will also be purchased to support their administrative structures in the ESF implementation. There have also been works going on to create a Subsystem of ESF Monitoring.

As a sequel to Phare 2001 there shall come the project Phare 2002 “Development of ESF management capacities”. Within the frames of the project an agreement on twinning co-operation with the British and Finish consortium shall be carried out. Investments shall also be made that will enable development of the information network and project providers’ access to it. This shall allow for efficient collection and introduction of the data on implementation of the projects co-financed with the ESF. A competition shall also be announced among institutions that shall play the role of Regional Training Institutes (RTI). The function of RTIs shall be organisation of training for potential project providers in the region of the country.

The implementation of the project is planned for the period from the fourth quarter of 2003 to the second quarter of 2005.

A continuation of the Phare 2002 project shall be the project Phare 2003 „Improving ESF managemnt and implementation”. Within the frames of the project, four contracts shall be carried out: technical assistance in relation to the promotion of and information on the ESF, technical assistance to project providers – organisation of training, investments – purchasing of hardware and software, as well as training new users in data collection, and the twinning agreement with the British and Finish consortium. Finish and British experts shall support Polish administrative personnel, teaching them how to avoid mistakes and how to deal with problems during implementation of projects. Experts shall also help to draw up programming documents for the successive programming period – 2007-2013.

The implementation of the project shall most probably take place in the period from the first quarter of 2004 to the second quarter of 2006.
