IT tools servicing the European Social Fund

SIMIK (the Information System for Financial Monitoring and Controlling of the Structural Funds and the Cohesion Fund) provides for managing, monitoring, controlling and evaluating operational programmes co-financed by European structural funds. The system shall be used by all the institutions involved in the implementation of financial enterprises financed with European resources (paying authority, managing authority, intermediate bodies and implementing institutions).

Main tasks of SIMIK include:

  • provision of proper, efficient and transparent management of the European resources under programmes co-financed by the European Union,

  • provision of managing authorities and implementing institutions with IT tools that will enable them:

    • to monitor financial indicators and effects of the tasks performed within the Community Support Framework and operational programmes,

    • to ensure required reporting to the European Commission on implementation of structural funds and the Cohesion Fund in Poland,

    • to monitor and manage projects, from the moment of submission of the application, through successive stages, to the completion of the implementation of the project.

For potential project providers an APPLICATIONS’ GENERATOR >> has been created, which is a separate software application integrated into the system SIMIK.

The programme serves to fill in applications for financing projects. Having filled in the application the user (project provider) shall save it in the format readable in the system SIMIK, then print it and send it in the electronic form and in the paper form to the project provider – an institution responsible for project selection.

PEFS (Subsystem of European Social Fund monitoring) is a system for monitoring the results of the implementation of projects financed by ESF. The main aim of the subsystem is to meet all the requirements of the European Commission, because of the specific character of the ESF not taken account of in the system SIMIK. Users of the subsystem, the structure of which it is formed by local databases, are institutions acting as SOP HRD implementing authorities.

The subsystem of monitoring performs the following tasks:

  • recording and storing detailed information on ultimate beneficiaries,

  • feeding in data coming from the surveying ultimate beneficiaries after completion of projects,

  • generating indicators that show the level of the implementation of SOP HRD,

  • utilizing information systems used by project providers with the aim to automate the process of transferring data on ultimate beneficiaries,

  • storing financial data relating to project implementation.

Data for the system will be submitted by project providers together with periodic and final reports.
