Projects accepted for implementation - non-competition mode

There are two procedures of submitting non-competition projects, depending on what institution acts as the project provider.

In the first procedure, the project provider is the final beneficiary which submits the application for financing of the project for the Measure for which the responsible part is:

  • VLO for Measures 1.2 and 1.3 in schemes a),

  • PFRON for Measure 1.4 in scheme b), 

  • PAED for Measure 2.3 in scheme b), 

  • CSO for Measure 2.4,

The application for financing a project of the final beneficiary is submitted to the Intermediate Body which verifies it and submits to the Steering Committee for acceptance. Once the project is accepted, the Sectoral Operational Programme Human Resources Development (SOP HRD) Management Authority provides the final beneficiary with the decision of the Steering Committee, and the final beneficiary implements the project within Measure financing agreement. The final beneficiary selects the contractor to perform the project according to the provisions of the Programme Complement and the Act on public procurement.

In the case of Measures 1.2 and 1.3, the application of Voivodship Labour Office (final beneficiary) is prepared in co-operation with poviat labour offices. The project is implemented according to an agreement concluded between the final beneficiary (VLO) and poviat labour offices (Agreement on joint implementation of the project).

In the second procedure, the application is submitted to the final beneficiary by a given institution/organizational unit (e.g. a substantive department of the Ministry, VLO) indicated in the Programme Complement for the scheme. The final beneficiary verifies the application and submits it, through the Intermediate Body, to the Steering Committee for acceptance. Once the project is accepted, the SOP HRD Management Authority provides the final beneficiary with the decision of the Steering Committee. The final beneficiary notifies the project provider and concludes Project financing agreement with it (with the exception of projects submitted by appropriate substantive departments of Ministry of Economy and Labour - MoEL, and Ministry of National Education and Sport - MoNES).

This procedure refers to the following Measures:

  • Measure 1.1 in scheme a),

  • Measure 1.5 in scheme b), 

  • Measure 1.6 in scheme b), 

  • Measure 2.1 in schemes b),
  • Measure 2.2 in schemes a), b), c).
