Trainning

The National Training Institution for European Social Fund (NTI) is an entity involved in preparing personnel for the management and implementation of the European Social Fund and SOP HRD, in particular. Potential beneficiaries of the fund are trained by the Centre. The Centre has operated since 1999, and the NTI Section at the Polish Agency for Enterprise Development has acted as NTI since 2002. At present, the Institute has its own trainers network.

NTI trainers and trainings in 2004
A group of over thirty accredited NTI trainers has been operating in Poland since 2003. They are conducting trainings and provide advice to potential beneficiaries of European Social Fund (ESF), regarding theory and practice of obtaining funds.

NTI accredited trainers were selected in a nationwide competition from persons who had dealt with UE funds and project management for years. The trainers went through a cycle of trainings and received certificates of the Ministry of Economy which are evidence of a high quality of services rendered by them. Trainings offered by NTI include, apart from a brief theoretical outline, practical elements because potential project providers usually expect this type of knowledge. Trainings are provided in the form of workshops by trainers who not only have a theoretical knowledge of ESF, but also know the specific character of the labour market, social exclusion, education and entrepreneurship, and who are also experienced in project implementation and management.

If an institution does not have any experience in project development and implementation, it is worth to utilize services of a NTI trainer who will prepare a team of employees to work on the project and who can support the work of the project team as a consultant.

If an institution has little experience in obtaining funds and filling in applications for project financing, it is worth to employee a trainer who can prepare a professional application on the basis of the project plan.

Plan of actions of NTI for 2004
In 2004, NTI will implement direct trainings and construction of regional training institutions of ESF (RTI) co-operating with NTI, which will take over training, advisory and information tasks in the regional scale. Regional centres will be selected in a call for proposals in November 2004.
Plan of action for 2004, which was accepted by the Ministry of Economy and Labour at the end of April 2004, includes conducting of over 800 trainings for nearly 12 000 persons. This plan will be implemented by NTI and a network of 23-25 RTI.

Starting in August, NTI will organise both general and special trainings. Their subjects will refer to all issues connected with agreements, designing, implementation, financial settlement, monitoring, evaluation and control of projects ESF co-financed in Poland. Detailed information on training schedule and subjects, and principles of recruitment, consistent with Framework Teaching Plan, can be found at www.koszefs.pl.

Trainings are conducted for the following groups of trainees:

  • representatives of institutions involved in the process of management and implementation of ESF within Sectoral Operational Programme Human Resourced Development (SOP HRD) – Managing Authority, Intermediate Bodies, implementing institutions, other Ministries and central agencies promoting and implementing ESF, and members of Monitoring Committees, Steering Committees, and members of the Project Evaluation Commission;

  • accredited trainers of the NTCESF;

  • NTCESF trainer candidates;

  • local animators;

  • representatives of the institutions acting as the ESF project promoters; a training of ca. 900 project promoters representatives within ca. 40 workshops is being planned.

In 2004, the network of regional centres RTCESF will implement the following actions in favour of the ESF project promoters:

  • basic information and training regarding ESF,

  • promotion of programmes co-financed by ESF and good practices regarding ESF,

  • general counselling for the ESF project promoters,

  • animating local initiatives in the field of ESF and co-operation of social partners in the implementation thereof,

  • organization of training and seminars for potential beneficiaries.
