National Evaluation Unit
In compliance with the Act on the National Development Plan (Article 58 paragraph 1), the National Evaluation Unit (NEU) is in charge of the National Development Plan evaluation. The National Evaluation Unit was set up in April 2004 as the Evaluation Team in the Department of Structural Policy Coordination in the Ministry of Economic Affairs and Labour (Department’s organisational chart). The Department coordinates programming activities and supervises the process of the NDP implementation, in particular it plays a role of the CSF Managing Authority.
Tasks
Main tasks of the National Evaluation Unit are as follows:

planning and supervising the NDP and Operational Programmes’ evaluation, including the coordination of works of evaluation units located in Operational Programmes Managing Authorities (under the NDP/CSF Evaluation Steering Group),
-
dissemination of knowledge on evaluation of Structural Funds standards applied in the European Union (e.g. Evaluation of the National Development Plan and Operational Programmes in Poland - Guide prepared by the NEU),
-
ex-ante evaluation of a new NDP (2007-2013), including the secretariat for the Subgroup for the NDP 2007-2013 Evaluation,
-
commissioning to external evaluators on-going evaluations of the NDP 2004-2006, including commissioning an evaluation of horizontal issues implemented under the NDP/CSF (e.g. equal opportunities, social inclusion, sustainable development), and
-
monitoring of the follow-up of recommendations from the NDP/CSF evaluation made by the NDP Monitoring Committee and providing the Committee with a report on activities undertaken in order to put the recommendations into effect,

dissemination of evaluation results, including the cooperation with experts in order to improve the evaluation quality (organisation of meetings for the Consultation Group for the European Union funds evaluation in Poland, thematic conferences),

cooperation with the CSF Managing Authority on the improvement and development of the indicators’ system, their quantification, and identification of objectives for needs of the future NDP 2007-2013 (within the framework of the Working Group on indicators),

The NEU performs its duties in cooperation with the European Commission and the Operational Programmes Managing Authorities and indirectly with Intermediate Bodies and other partners involved in the implementation of programmes co-financed from EU funds.
