TRAININGS
Improving knowledge of public administration employees with regard to evaluation of the European Union funds is carried out via:
-
elementary trainings organised by experts currently cooperating with the Ministry of Economic Affairs and Labour within the framework of twinning projects (British and Italian twining);
-
specialised workshops co-financed by Structural Funds within the framework of Technical Assistance Operational Programme.
British and Italian twinning experts are being consulted. Several consultation working meetings were held so far. The subject of these meetings was to discuss current issues, resulting from works of the National Evaluation Unit and units involved in evaluation within operational programmes managing institutions, namely:

organisation of the EU funds evaluation system in Poland,
-
scope and methodology of first evaluation studies regarding an operation implementing systems.
Cycle of three trainings for employees of the institutions responsible for evaluation process management in the Ministries of Economy, Agriculture, Infrastructure, Education and Sport, Environment, Scientific Research and Information Technology and other institutions involved in the NDP/CSF evaluation process and cooperation with the National Evaluation Unit within the framework of the NDP/CSF Evaluation Steering Group was finished in June 2005.
Basic issues connected with the European Union Structural Funds evaluation (download a file >>) and with major projects evaluation were presented during the above mentioned training cycle (download a file >>). Besides, one training module was focused on control and audit issues in the public sector.
The training cycle was co-financed from the European Union resources within Technical Assistance Operational Programme.

II. Visegrad Evaluation Meeting II
Last year Czech Evaluation Unit for Structural Funds has initiated cooperation on evolution between Visegrad Group countries. First meeting took place in Valtice (Moravia) on 1-2 December 2004. The representatives of Czech, Polish, Slovak and Hungarian evaluation unit were present as well as the EC delegates. Polish National Evaluation Unit was represented by Kinga A. Komorowska (download: The report of the meeting).
Visegrad Evaluation Meeting II were held in Zakopane (Poland) on 28-30 September 2005. One of the goal was to familiarize each other with units’ activities and best practice exchange. A discussion was focused on 4 topics:

Evaluation and Monitoring

Ex-ante evaluation for the new programming period
-
On-going evaluations – best practice
-
Capacity building
Each of countries had a presentation on each topic which were based on a questionnaire. The document called „Evaluation system descriptions” had also been prepared for the meeting based on the same questionnaire.
Networking was the other aim of the Visegrad Evaluation Meeting II which was aimed at enable mutual support for those facing similar problems.
Polish National Evaluation Unit was represented by Kinga A. Komorowska (chairperson) and Stanisław Bienias.
